该片讲述了中国香港行政长官韩领事赴美执行公务时，其女儿素洋在洛杉矶被绑架，韩领事找来中国香港警察李督查破案，洛杉矶警察局派出总出状况的警察詹姆斯·卡特与李督查合作，双方联手一起营救素洋的故事。The film tells the story of Hong Kong’s Chief Executive Consul Han, who goes to the United States on official business, during which his daughter Su Yang is kidnapped in Los Angeles. Consul Han enlists Hong Kong police inspector Li to solve the case, and the Los Angeles Police Department assigns the problematic officer James Carter to cooperate with Inspector Li. Together, they join forces to rescue Su Yang.
